I. Policy Review: Domestic and Overseas Hydrogen Energy Policy Updates

(I) Domestic Policies

Chayouzhongqi Development and Reform Commission, Inner Mongolia: Released the Implementation Plan for Major Project Planning Actions in Chayouzhongqi. The document states that driven by the dual cores of "equipment renewal + chain breakthrough," projects will be planned focusing on three main directions: wind power, PV, and ESS and hydrogen energy equipment. Leveraging the advantages of wind energy resources, the focus will be on the manufacturing of core components such as wind turbines, generators, and main bearings, to extend the entire industry chain of wind power assembly.

National Development and Reform Commission (NDRC), Ministry of Industry and Information Technology, National Energy Administration: Released the Notice on Conducting Zero-Carbon Park Construction. The document states that the transformation of the energy consumption structure in parks should be accelerated. The development and utilization of renewable energy in and around parks should be strengthened, supporting the matching and connection of parks with surrounding non-fossil energy power generation resources, scientifically configuring regulatory resources such as ESS, developing green electricity direct supply models such as green electricity direct connection and new energy nearby access to incremental distribution networks according to local conditions, encouraging participation in green electricity certificate and green electricity trading, and exploring hydrogen-electricity coupling development and utilization models. Parks should be encouraged to actively utilize thermal energy resources such as biomass energy, nuclear energy, solar thermal energy, geothermal energy, and industrial waste heat to achieve a clean and low-carbon heating system. Exploring alternatives to fossil fuels and raw materials such as hydrogen energy and biomass. Improving and upgrading park infrastructure. Optimizing the planning and design of park infrastructure, systematically promoting the construction and renovation of infrastructure such as electricity, heating, gas, hydrogen energy, water supply and drainage, and pollution control. Promoting the design and construction of new buildings in accordance with ultra-low energy consumption building and near-zero energy consumption building standards. Improving the green transportation infrastructure in parks and accelerating the low-carbon and zero-carbon replacement of transportation tools.

Guangzhou Development and Reform Commission: Released the Notice on Printing and Distributing the Administrative Measures for Supporting the Development of the Hydrogen Energy Industry. Financial incentives will be provided to enterprises that earn "key parts R&D industrialisation" points for Guangzhou in the national fuel cell vehicle demonstration city cluster assessment. Referring to the national comprehensive assessment reward points, each point will be rewarded with 50,000 yuan in principle, and the total reward amount for similar products from each enterprise at the central, provincial, and municipal levels will not exceed 50 million yuan.

Liupanshui City, Guizhou Province: Released the Several Measures for Supporting the Development of the Hydrogen Energy Industry in Liupanshui City (Trial). The document states that in terms of hydrogen production, coking enterprises are encouraged to build industrial by-product hydrogen purification devices to improve the supply capability of low-cost hydrogen for vehicles. For newly built or renovated and expanded industrial by-product hydrogen purification projects with fixed asset investments of over 6 million yuan, a one-time subsidy of 10% of the fixed asset investment amount will be provided, with the total subsidy amount for a single project (phased construction projects are considered the same project, the same hereinafter) not exceeding 2 million yuan.

Huzhou City, Zhejiang Province: The "Implementation Opinions on the Construction, Operation, and Management of Automotive Hydrogen Refueling Stations in Huzhou City (Trial)" was issued, stating that facilities should be reasonably laid out. The construction of hydrogen refueling stations should comply with planning requirements. The Development and Reform Commission, in conjunction with the construction, natural resources, and planning departments, should compile a special plan for hydrogen refueling stations based on the city's hydrogen energy industry development plan and the "Technical Guidelines for the Compilation of Special Plans for Hydrogen Refueling Station Construction in Zhejiang Province". Alternatively, it can be compiled in conjunction with the special gas planning as needed, and multi-plan coordination for territorial spatial special planning should be carried out in accordance with relevant regulations.

(II) Foreign Policies

European Union: Guided by the European Green Deal and the European Climate Law, the EU has introduced a series of carbon reduction policies. Among them, the EU Fuel Regulation (FEU) will be officially implemented in 2025, which will accelerate the application of renewable fuels in the shipping industry. The Carbon Border Adjustment Mechanism (CBAM) will be implemented in 2026, imposing carbon taxes on specific imported goods.

Germany: Through the National Hydrogen Strategy, Germany plans to achieve a green hydrogen production capacity of 5GW by 2030.

US: The Inflation Reduction Act (IRA) and the Energy Supply Chain Strategy for Clean Energy Transition have been formulated to encourage enterprises to invest in hydrogen energy and fuel cell technology R&D.

II. Corporate Dynamics: A Surge in Project Signings and Technological Cooperation

(I) Large Projects Landing

ChinaCoal (Linxi) Bioenergy Co., Ltd.: The 100,000 mt/year green methanol project in Linxi County, Chifeng City, Inner Mongolia has been approved.

Envision Group: The 320,000 mt/year green ammonia project in Chifeng City, Inner Mongolia has officially commenced production.

Baowu Clean Energy Co., Ltd.: Signed a contract for the integrated green hydrogen production and refueling project in Sanmenxia High-tech Zone.

Hongzheng Energy Technology Co., Ltd.: The bidding opening time for the 1,000 mt/year green hydrogen project in Anshun City, Guizhou Province is yet to be determined.

China Electric Power Engineering Headquarters: Tendering for the 100,000 mt/year green aviation fuel project in Shuangyashan City, Heilongjiang Province.

PowerChina Kunming Engineering Co., Ltd.: The integrated project for new energy power generation, hydrogen production, and methanol synthesis in Lufeng City has been approved.

Baoding Agricultural Development Group Co., Ltd.: Issued a tender announcement for hydrogen vehicle procurement, with a total project scale of 200 units of 4.2-meter hydrogen fuel light trucks, including refrigerated trucks, insulated trucks, and van trucks. The maximum subsidy for a single section may reach the ten-million level.

(II) Corporate Cooperation Dynamics

Sineng Electric, Shuangliang Group: Sineng Electric Co., Ltd. and Shuangliang Group Co., Ltd. officially signed a strategic cooperation agreement. This collaboration will further drive the company's coordinated layout across the entire industry chain of "PV+ESS and hydrogen," helping to accelerate the construction of a diversified and integrated clean energy ecosystem.

China Fengye and Bosch:Beijing China Fengye Technology Development Co., Ltd. (China Fengye) and Robert Bosch GmbH have reached a framework agreement to integrate Bosch's Hybrion PEM electrolyzers into China Fengye's large-scale PEM hydrogen production system products.

Shenergy Group and PowerChina:Shenergy Group and PowerChina have signed a strategic cooperation agreement. According to the agreement, both parties will fully leverage their respective strengths, comprehensively deepen their cooperative relationship, jointly create a model of cooperation between central and local enterprises, and achieve mutual benefit, win-win results, and common development.

China Energy Engineering Group:Ni Zhen, Deputy Secretary of the Party Committee and General Manager of China Energy Engineering Group, held talks with Wang Zhongkun, Secretary of the Anshan Municipal Committee of the CPC in Liaoning Province, at the company's headquarters. Both sides engaged in in-depth discussions on deepening practical cooperation in areas such as the new energy system, pumped storage, green hydrogen-based fuels, transportation-energy integration, and new materials, working together to contribute to the revitalization of Liaoning Province.

 

III. Technological Advancements: Breakthroughs in Efficiency and Cost

(I) Electrolyzer Field

Trina Green Hydrogen:Released MW-level PEM hydrogen production equipment, 10MW alkaline hydrogen production equipment, and MW-level containerized hydrogen production systems.

SPIC Central Research Institute:The hydrogen storage and transportation team of the Advanced Low Carbon Institute has developed a large-diameter (DN150), high-pressure (10MPa) non-metallic flexible hydrogen pipeline, which has successfully achieved safe and stable operation for 30 days on the test platform.

Siemens Energy:Released a new generation of PEM electrolyzers: The current density has been increased to 4A/cm² (industry average 2-3A/cm²), the energy consumption per unit of hydrogen production has been reduced to 42kWh/kg, and the mass production cost has been decreased by 18%.

Dalian Institute of Chemical Physics, Chinese Academy of Sciences:Achieved breakthroughs in alkaline electrolyzer membrane technology: Developed an ultra-thin (20μm) composite separator, increasing the electrolysis system efficiency to 85% (LHV) with a lifespan exceeding 60,000 hours.

(II) Fuel Cell Innovations

Liaoning General Aviation Research Institute:The RX4M, China's first four-seat electric-electric hybrid aircraft, independently developed by the team led by Academician Yang Fengtian from the Liaoning General Aviation Research Institute of Shenyang Aerospace University, successfully completed its maiden flight at the Caihu Airport in Faku, Shenyang, contributing a new "Chinese solution" to the global development of electric aircraft.

Dongfang Hydrogen Energy:Obtained a patent for a system that improves the humidity of the air entering the fuel cell stack in the field of fuel cell technology.

Lanshi Equipment: The 90MPa ionic liquid hydrogen compressor manufacturing project has achieved phased results and is expected to enter the comprehensive testing phase.

Georgia Power: The second hydrogen-natural gas blended fuel experiment for the M501GAC natural gas turbine, a collaboration with Mitsubishi Power, under partial and full load conditions, has been successfully completed.

 

Launch of the China-Europe Hydrogen Energy Trade Corridor: Ningbo Port, Rotterdam Port, and Antwerp Port have signed an agreement to jointly build a liquid hydrogen loading and unloading terminal and a cross-border certification system, with the first batch of pilot green hydrogen trade routes totaling 30,000 mt/year (to be operational in 2027).

The US Hydrogen Energy Association (DoE) takes the lead in establishing the "Hydrogen Refueling Station Compatibility Alliance": To unify the 70MPa hydrogen refueling nozzle interface standards, eliminate barriers in hydrogen refueling protocols among automakers such as Toyota, Hyundai, and Nikola, and promote the interconnection of hydrogen refueling networks.
